The Wildlife Conservation Society (WCS) Tanzania Marine Program is inviting proposals for a critical initiative aimed at enhancing monitoring, control, and surveillance (MCS) capabilities among Marine Protected Area (MPA) managers in Zanzibar. This project is part of WCS’s support for the USAID Heshimu Bahari Activity, focusing on strengthening Tanzania’s network of MPAs.
Project Overview: WCS seeks qualified consultants to provide comprehensive training tailored to MPA managers across five existing Marine Conservation Areas (MBCA, MIMCA, CHABAMCA, TUMCA, PECCA) and one planned MCA in eastern Pemba. The training aims to assess current MCS capacities, develop or update Standard Operating Procedures (SOPs), and train patrol teams to enhance their effectiveness and safety at sea.
Key Deliverables:
- Assessment report on current MCS capacities and gaps.
- Training materials and SOP manuals for enforcement at sea.
- Records of training conducted for MPA rangers.
- Follow-up assessment after six months to evaluate training uptake and effectiveness.
Expected Activities:
- Conducting interviews and field visits to evaluate technical capacities and patrolling efforts.
- Developing training modules and SOPs based on needs assessments.
- Organizing practical training sessions for MPA rangers.
- Monitoring and assessing the implementation of training and SOPs.
Consultant Requirements: Qualified candidates should possess at least a bachelor’s degree in marine biology, environmental science, or related fields, with a minimum of 5 years of experience in marine conservation or fisheries management. Experience in designing and delivering training programs on MCS, familiarity with SMART (Spatial Monitoring and Reporting Tool), and knowledge of Tanzania’s marine conservation framework are preferred.
