In a momentous step toward preserving the rich marine tapestry of the Western Indian Ocean, a dynamic confluence of oceanic champions convened online on August 9th, 2023. Under the ‘Western Indian Ocean Large Marine Ecosystems Strategic Action Programme Policy Harmonisation and Institutional Reforms’, the Nairobi convention Secretariat, the Western Indian Ocean Marine Science Association (WIOMSA), the International Union for Conservation of Nature (IUCN) and the MIHARI network of Madagascar, held an online technical dialogue on Marine Protected Areas (MPAs) and Other Effective Area-Based Conservation Measures (OECMs) in the Western Indian Ocean. Expert input was provided by Dr Arthur Tuda (WIOMSA), Mr. Peter Manyara (IUCN) and Mr Bema Hafaly from MIHARI. Amidst the digital dialogues, the ROGS Task Force turned its gaze to multifarious dimensions. Foremost among them were the following:
Charting the Course of Sustainability: Delegates dissected the very essence of MPAs and Other Effective Area-Based Conservation Measures (OECMs). Through riveting discourse, they delved into the mosaic of national activities contributing to the illustrious 2030 Biodiversity targets. Yet, the conversation’s heartbeat surged beyond borders, contemplating the creation of trans-boundary MPAs that transcend political boundaries.
Safeguarding Guardianship: A testament to the assembly’s maturity, the dialogue encompassed the architecture of regional-level institutional frameworks. These mechanisms, born from collaboration, hold the key to upholding the sanctity of MPAs and OECMs. Robust management frameworks and potent legal structures emerged as linchpins of effective safeguarding.
Resources Ripple Effect: Finance emerged as a central theme, embodying the sentiment that monetary nourishment is crucial for sustaining the oceanic ecosystem. Discussions cascaded over concepts like ecosystem service payments, the fiscal burden of enforcement, and even compensation for fishermen embracing alternative livelihoods.
Orchestrating Policy Harmony: At the heart of the discourse lay the endeavor to endow OECMs with the recognition they merit. This involved dissecting priority actions, crafting a symphony of policy instruments to support these measures and weave them into the very fabric of oceanic governance.
As the curtains drew on this epochal dialogue, the resonating note was one of unity and resolve. The symphony of ideas and collaboration conducted during this event fortified the ongoing creation of the regional ocean governance strategy for the Western Indian Ocean. With passionate experts at the helm and stakeholders aligned, this pursuit of preserving our aquatic heritage gains unprecedented momentum. The ROGS Technical Dialogue on MPAs stands not merely as an event but as a clarion call, resounding across the waves, inviting us all to become stewards of the vast azure expanse that sustains life as we know it.
