On the 21st of May, the South Africa Chapter of the Western Indian Ocean Marine Protected Areas Network (WIOMPAN) convened to chart its strategic priorities for the upcoming year. Building on the initiatives identified at the Regional WIOMPAN meeting in November 2023, the chapter emphasized a focused approach to marine conservation efforts.

Key Actions Prioritized:

  1. Recognition and Reporting of CMAs: The chapter underscored the importance of recognizing and reporting Community Managed Areas (CMAs), such as Locally Managed Marine Areas (LMMAs). This action is integral for incorporating these areas into the Global Biodiversity Framework (GBF) reporting, thereby aiding Western Indian Ocean (WIO) countries in achieving their global conservation goals.
  2. Securing Budgets for Conservation: Ensuring adequate funding for the management of conservation areas and seascapes is crucial. This initiative aims to promote an ecologically coherent network of protected areas, securing the necessary financial support for sustainable management.
  3. Capacity-Building Opportunities: Based on the Capacity Needs Survey conducted during the workshop, the chapter is committed to developing capacity-building opportunities. This will enhance the skills and knowledge necessary for effective marine conservation management.
  4. Mentorship Programmes: The development of mentorship programmes, including ‘train the trainer’ initiatives, was highlighted. These programmes are designed to foster a new generation of conservation leaders through comprehensive training and mentorship.
  5. Measuring Management Effectiveness: A systematic approach to measuring the effectiveness of management in existing marine conservation areas was prioritized. This action will ensure that conservation efforts are yielding the desired outcomes and are continuously improved.
  6. Support for Green Listing: The chapter aims to support Marine Protected Areas (MPAs) and CMAs aspiring for green listing. This endorsement signifies high standards in protected area management and biodiversity conservation.

The meeting, chaired by Mbulelo Dopolo from the Department of Forestry, Fisheries, and the Environment, and supported by committee members from MPA management agencies, WWF, and Wild Trust, was a testament to collaborative efforts in marine conservation. The chapter discussed ongoing programmes and projects that align with these priorities, ensuring a cohesive strategy.

To ensure the effectiveness of these priorities, the chapter adopted the SMART framework—setting Specific, Measurable, Achievable, Relevant, and Time-bound goals. Responsibilities were assigned, timelines established, and budgetary requirements discussed. Additionally, innovative approaches to action these priorities were explored, demonstrating the chapter’s commitment to effective and sustainable marine conservation.

The WIOMPAN South Africa Chapter’s proactive approach has set a precedent as the first chapter to deliver a detailed action plan towards marine conservation under WIOMPAN. This milestone marks a significant step forward in the collective effort to protect marine biodiversity in the Western Indian Ocean region.
