The\u00a0Hifadhi Blu<\/em><\/a>\u00a0\u00a0<\/em>Programme \u2014a collaborative initiative by\u00a0WIOMSA<\/a>,<\/a>\u00a0Advanced Conservation<\/a>\u00a0Strategies (ACS)<\/a>,<\/a>\u00a0WIOMPAN,<\/a>\u00a0and the\u00a0Minderoo Foundation<\/a>\u2014announces a new funding opportunity through a call for motivation letters. This initiative aims to enhance marine conservation management and improve the effectiveness of Marine Conservation Area (MCA) management in the Western Indian Ocean (WIO) region. For this call, a Marine Conservation Area (MCA) refers to any formally recognised site managed under an area-based approach\u2014such as formal Marine Protected Areas (MPAs), Locally Managed Marine Areas (LMMAs), Other Effective Conservation Measures (OECMs), or co-managed areas\u2014acknowledged by a competent authority.<\/p>\n

The\u00a0Western Indian Ocean Marine Protected Area Outlook<\/em><\/a>\u00a0has identified several challenges affecting the effectiveness of marine conservation management:<\/p>\n

    \n
  1. Insufficient organizational capacity, technical expertise, and financial resources.<\/li>\n
  2. Fragmented site management approaches lacking clear goals, leading to unmet conservation objectives.<\/li>\n
  3. Limited access to critical resources such as monitoring tools, vessels, and essential supplies.<\/li>\n
  4. Shortages of skilled personnel and inadequate training opportunities.<\/li>\n
  5. Challenges in aligning enforcement, monitoring, and community needs.<\/li>\n
  6. Conflicting priorities between partners and local communities.<\/li>\n
  7. Limited collaboration platforms and a lack of shared stakeholder vision.<\/li>\n
  8. Outdated management plans, weak implementation of plans, and lack of legal recognition for some conservation areas.<\/li>\n<\/ol>\n

    The\u00a0Hifadhi Blu<\/em><\/a>\u00a0Programme invites marine conservation organizations to submit motivation letters that address these challenges and improve MCA management in the WIO region. The application process for the grant has three stages:<\/p>\n

    1. \u00a0Submission of a motivation letter,<\/li>\n
    2. \u00a0If successful, an interview with the review committee and<\/li>\n
    3. If successful submission of a detailed proposal.<\/li>\n<\/ol>\n

      Thematic Focus<\/h4>\n

      Projects must directly\u00a0strengthen site-level management effectiveness<\/strong>, with clear links to the\u00a0site\u2019s existing management plan, IMET baseline, or equivalent diagnostic.<\/p>\n
